Why is the quartz pendulum not swinging on the QU40 Clock Movement?

Make sure the clock is level up and down. Make sure the pendulum is not rubbing anything during its swing. Make sure the bob is not hitting the side of the case. Make sure the pendulum is out of its LOCKED position and freely swinging in the center of the movement.
